Trick is often to get the chironomid close to the bottom unless they're hatchery trout planted recently (in which case you can fish it much shallower and even troll it). I'll often let the fly just sit and drift but sometimes sloooowly raise it up in a continuous motion. I like a little rad on my chironomid pattern too but that's personal preference.
Usually in about 5-20 feet of water.
If you aren't sure if you're near bottom, figuring out the depth and then using a long leader with strike indicator can work. Just drift in the wind or anchor up basically.
Or you can just drag a woolly bugger or leech pattern.
