Don't get to discouraged yet gpc, my brother was just out on the lower Snohomish last weekend fishing for sturgeon with his son and he said the only fish he saw roll was an undersized sturgeon. Like I said earlier, the pinks usually don't start coming in strong until mid to late August on the Snohomish so I can't imagine the Green's timing being much different due to there proximity to one another. Some years however the run does come slightly earlier or later so what I usually do is keep an eye on salt water reports to see how far the fish are from the river mouths or I will go target another species on the river in order to find fish (humpies are not hard to locate due to how much they jump). Just try the method we talked about when the run finally arrives and you should do well.
