I would have to say look up Mike Z for summers and springers. Guy is excellent at what he does, you can also look up Mark Coleman. Both can put you on fish and both are good guides.

Actually summer run steelhead can be in the rivers as early as may. There is no official start point. Last year we were running the Sol Duc and hooked into a few summer run and we were there fishing springers the first week of May. There is tons of access on the Bogey and alot of other rivers up there. They are all running high right now, almost all rivers on the Oly pen are running fast. The Calawah is at 2850 last I checked. It's still steep for a rod. Thats 10 ssts and I've had my SSTS for 3 years... If you do the math thats 30 years worth of rods if you break one every 3 years. Plus they are durable rods, so if you get 5 years of use out of them thats 50years worth of rods for the price... Why can't made in America be...

As far as native retention there are rivers on the peninsula that allow one per year. My favorite leader would have to be seaguar flourocarbon. In even the most trying situations it has not only increased my hookups but i hardly ever break off. It's a little more spendy but worth it.

I like the Beau Mac SMJ 10, 12, and 13. They seem to produce well for me all year round. Especially the SMJ 10 caught hundreds of fish on that jig, winter and summer. Oh and I also like Docs Bugger jigs nightmare in certain situations, kramer also makes some excellent jigs..... The list is endless.

The question is a very broad one. Depends on the methods you are employing and the area you are fishing. If you are plunking on a sand bar then I would go with a 12 foot heavy casting rod with 20lb test main line. If you are fishing smaller rivers with bobber and eggs a 10'6 10-20 with 20lb high vis...

The SMJ 13 in the top pic is a solid jig. Beau Mac bead jigs are probably my favorite. SMJ 10 in 8th oz is the best. I had a day last winter where I put 11 steelhead on the bank with that jig in about 3 hours. Gotta love bobber fishing.

You are contradicting your point. Stating salmon are scent junkies and steelhead are not. Then stating that human scent is ok with salmon and not steelhead. Not sure I understand. You are talking about something that can smell 1 part per million in salmon and steelhead. They are affected by scent just like they are affected by streamflow and weather.
