First Time Steelhead on Snake, tackle?

Hi, We're planning on hitting a few spots on the Snake for Steelhead later this fall.

I have a couple rod/reels that will work fine, but want to get together some gear. I need a list of "must have" items to take along. Not sure what exactly we'll be doing, so a kind of "any circumstance" tackle box would be great.

Money IS a concern, so cheap it up and lets hear what I should be putting together.

bobber and jigs tipped with shrimp
It would probably help to know where on the snake you will be fishing

Really, does it make that much difference?

So below Monumental you would use something different then at Lyon's?

Could you provide a little more detail?

Above monumental--- I tend to use a Raw shrimp bare without the jig
By Lyons Ferry ---- I like a black Jig with a purple shrimp
Ice harbor--- black and red jig with a red shrimp and lots of scent
Above Asotin I like drifting spinners
