I was planning on heading to the cascade october 11th. The skagit is closed on the 11th. Is the cascade part of the skagit?

No, it is the Cascade. It will be open to fishing for Coho on the lower section, BELOW the cascade river bridge. Up river from there is Catch and Release only.
