I guess I don’t possess the ability to accurately determine the length of a fish while it’s thrashing around in the net and I’ll bet I’m not the only one. So when a fish is not obviously over 22” and assuming the fish is hatchery/clipped what can you do to determine if it’s legal besides hauling it onboard, laying it out and accurately measuring it? To do that is pretty dang tough on the fish and I’m sure many of the “21 3/4 inch” or “ just shy of legal “ don’t survive the handling.
