The ranks are posted by Aaron aka (Supreme Overlord) in the Announcement forum under the thread All HAIL to COMMANDER gpc.

And they go like this:

0 - Seaman
10 - Petty Officer
100 - Warrant Officer
200 - Lieutenant
300 - Commander
600 - Captain
900 - Commodore
1500 - Admiral
