Just read the regs.
" Single-point barbless hooks are required
in areas designated as "fly fishing only" or
"selective gear rules."
" In the Special Rules "motors prohibited"
mean that fishing from a floating device
equipped with a motor is prohibited. "Internal
combustion motors prohibited" means that
fishing from a floating device equipped with
an internal combustion motor is prohibited.
"Equipped with" means the motor is attached
to the floating device, regardless of whether
the motor is in the water."
It doesn't say anything about no motors of any sort not allowed on Vogler. If you still aren't sure you may take a look at the launch for any signs. But just read your regs.

If you don't mind a quiet, catch and release lake with some potential for having your arms tugged out of their shoulder sockets, Vogler's fly fishing only waters are good for a spring venture.
Season: fourth Saturday in April to Oct. 31.
Size: 3.5 acres.
Gamefish present: rainbow trout.
2010 stocking: 175 legal rainbow annually and 59 triploid rainbows in May.
Launch: gravel with capacity for small trailered boats, carry-ins and certainly belly boats.
Boating rules: by county ordinance no wake within 150 feet of shore.
Angler amenities: all catch and release under fly fishing rule. Vogler is shallow, warms quickly, skip during the hot summer, but try again in October before it closes.
Getting there: take Cook Road east from Interstate 5 to Sedro-Woolley. Then continue east on Highway 20, turn left on Baker Lake Road and drive past Grandy Lake to Burpee Hill Road. Turn right and go to the top of the hill (about a half mile).

From the WDFW definitions page for "Fly Fishing Only". You may use an electric motor IF:
An angler with a disability, who has been issued
a special use disability permit and has it in
their possession, may fish in “Fly Fishing Only”
waters with spin casting gear, with a casting
bubble, and may use an electric motor while
fishing on “Fly Fishing Only” lakes where fishing
from a boat is allowed. All other restrictions listed
above still apply.
An angler with a disability, who has been issued
